The Punjab government has announced new safety rules for motorcyclists ahead of the upcoming Basant festival in Lahore. As part of enhanced safety measures, all motorcycles will be required to have safety rods installed during the three-day event.
“Mehfooz Basant” to Be Held in Lahore
Lahore Commissioner Maryam Khan confirmed that the festival, branded as “Mehfooz Basant”, will take place on February 6, 7, and 8, and will be limited strictly to Lahore district.

District administration representatives
The goal, she said, is to ensure public safety while allowing controlled celebrations.
Safety Rods Mandatory for Motorcycles
Under the Kite Flying Ordinance 2025, motorcycles without safety rods will not be allowed on city roads during the Basant period. This rule has been introduced to prevent injuries caused by kite strings, especially metal-coated lines.
To help citizens comply, authorities will set up around 100 road safety camps across Lahore.
Key Details:
-
Around 1 million safety rods will be installed
-
Each camp can fit 50,000 to 60,000 motorcycles per day
-
Installation will be facilitated throughout the city
Kite Flying Restrictions and Sales Timeline
Officials clarified that kite flying will remain banned until February 6. However:
-
Kite manufacturing will be allowed only within Lahore
-
Only registered manufacturers and sellers with valid No Objection Certificates (NOCs) can operate
-
Kite sales will begin on February 1 and continue until February 8
Authorities warned that strict action will be taken against violators.
Crackdown on Illegal Kite Flying
The administration revealed that 204 cases have already been registered against individuals involved in illegal kite flying activities.
Maryam Khan urged citizens, traders, and associations to cooperate fully with the administration to ensure that Basant celebrations remain safe, controlled, and lawful.
Final Advisory for Citizens
Motorcyclists are advised to:
-
Install safety rods before February 6
-
Avoid riding without compliance during Basant days
-
Follow official guidelines to prevent penalties
The Punjab government reiterated its commitment to balancing cultural celebrations with public safety and law enforcement.
